I really liked this plugin. Unfortunately the former WooMill (which are now WooCreo) are shady and despite me buying it have not provided any support, delisted their WooMill site and are now operating under the WooCreo identity, which charges monthly fees. The woocreo team pretends they are not associated with Woomill even though the email sent from Woomill states so. Long story short: buy from the original writers on Woocommerce and skip these cheap shady guys.

This plugin does everything I need it to do. I have some complex shipping rate tables and this handles them fine. Been using it for 6 months or so and never had a problem.
