Menu overlays content when #internal page link is used

This issue is the same on two websites using twentyseventeen and the Link Library.
I have consulted with the author of the Link Library plugin, but I think this is not related to a plugin bug. The plugin just does a good job of illustrating the issue. I think it is theme related. It happens on two of my sites using the twentyseventeen theme.I could not attach the images to show you how it looks. To recreate it go to the website link provided and click on the WordPress(10) category.
It takes you to a #link location on the page, but the header gets overlaid by the Menu.It is device dependent. I added a CSS top-padding of 20% over the categories to make it look OK on my PC, but you can see the big white space gaps. On my iPad the menu overlays the category heading to which the link takes you. I can increase the top-padding, but that just makes for more unwanted white space.
