Make small image follow with scroll

Hello! I’m looking to make a small image to tag along with the scroll. Does anyone know of any plugin or guide of how to do this?

I want to do the following;

1. The image is stationary a small way down the page. When you first meet it, it should start following you.
2. It should stop after a specific length of scrolling. And a threshold should be set where it stays at that position, until you scroll abit more down the page, it should then start following you again.
3. At the 2nd position, it should now stop entirely.

Is this possible to do?
