Can’t Assign a User Role

I have created a new user role. I created a form to go with it. I updated the page for the form. Yet, when I go to a user to try and assign the role (presuming it should be available in the “Community Role” section drop down to select), the only two available are Reader and Admin. I’m not quite sure that’s even where I’m supposed to be finding it or how exactly to activate it all.
