Unable to use drag and drop to order a menu bar

I am building a wordpress website and want a menu bar in the left side-bar that is a categories menu. I wanted to have some categories as sub-items in the menu. I have been able to successfully create sub-items for some categories, but not for others.
I am wanting the last 4 items on the menu to be sub-items. When I shift them to the right they become sub-items but when I save the menu they revert back to how they were.
I have tried disabling all plugins but that made no difference. I have tried reordering the menu bringing the last five items to the top but again it reverted back to how it was when I tried to save the menu.
I am using the free version of the theme News Portal.
