    If I have file called Положення про в?дд?л м?жнародних звязк?в then it converts to polozhennja pro viddil mizhnarodnyh zv&#039jazkiv.pdf (I remove ; from file name then you can see whats wrong).

    As you can’t see, symbol ' converted to &#039 (I remove ; due to WordPress convert this code to ‘). This is bad idea… just remove it from file name. Thank you.

    you have to be careful if you use the symbol ' it shouldn’t convert, but if you use the symbol it will convert it. Let me know if that is that case for you.

    It’s hard to control. Files comes from other peoples, sometime its hard visually to see this difference. So, again and again we come to simple rule: you need to cut special symbols from file names. Other WordPress plugins with similar functionality do it and there is no problem.
