    Hi,

    Yes, only Administrator can create and manage Photo Gallery in the Free version.

    There’s an option for Roles in Premium version of Photo Gallery! If you go to Photo Gallery Options > General > Global Options, there is a setting titled Roles. There are four Roles: Administrator, Contributor, Editor, Author. For example, if you set it to Editor, all your Editor users will have access to the plugin.
