shipping zones doesn’t work

    Hi there,
    I’m building a woocommerce webshop. Now I would like to activate a few shippingzones in the Netherlands but that’s not possible.
    When I use the shippingzones then I get the message that there is no shipping available.
    I already deactivated all my plugins to see what happens, but the problem stays.
    Is someone known with this problem?
    Please let me know.
