We’re in contact with USPS about the outage, but unfortunately I don’t have any timing information for a fix on their side.
EDIT: You can monitor the status of the USPS API outage here: https://www.shippingapimonitor.com/
In the mean time, setting a fallback rate will allow customers to check out during the outage. You can read more about setting up the fallback rate here: https://docs.woocommerce.com/document/woocommerce-services/#section-4
