New post notifications

Hi,

I’m looking for doing 3 things:
1. allow to enroll new registered user for new post notification via a checkbox on the registration form
2. automatically send to all users who have not opt-out a notification via email when new posts are posted
3. allow registered users to opt-out via a checkbox on their profile page

Points 1. and 3. are easy to do by adding a custom field.
But question: how can I send the notification email when new posts are posted using this custom field?
Can Ultimate Member do it?
Or do you have any other plugin which could use the Ultimate Member custom field and send such notification to advise?
