Help with twenty seventeen theme

When you scroll down this front page I want to create another ‘white’ banner, section.

I have Friday Island and Thursday Island and want to add information about another island.

I can’t see how to create the section. I created a new page, but it doesn’t appear on the front page.

I was advised I could do it through ‘Theme Options’ if I had the home set to a static page. I do have the page set as static, but can’t find the ‘Theme Options’ button or path.
