plugin uploads to wrong folder

1. set up and connected plugin, all went fine
2. used rclone to bring over exiting media lib
folder strucure normal
2018
-04
-05
-06
3. uploaded new file through media gallery UI
4. files are always being saved in 2018/04
5. tried changing server time
8. verified PHP data/time in WP
9. verified META on file (newly created local file as well as using old files).

settings in DO synch admin don’t specify 04 anywhere (i.e. to check if i had accidentally specified this subfolder somehow globally)
