Couldn’t get child theme to work

After an hour of fighting I had to give up on using this. The child theme will not pull in any of the Bootstrap styles so there’s no grid, etc. Also it would only load the minified css file which means not being able to alter it at all manually. I needed a base theme that would allow me to build from (mostly) scratch. I don’t know, maybe the most recent version is broken.
