Include CSS/JS assets via HTTPS only

Hi,

protocol relative URLs are for a some time now considered an anti-pattern, see: https://www.paulirish.com/2010/the-protocol-relative-url/

Would be great, if Juicer included both CSS and JS assets via HTTPS only.
