My header doesn’t automatically adjust to fit a mobile screen

Hi,

I am running twentyseventeen theme which in the past automatically solves this issue. I’ve spent hours on it tonight and I can’t fix it. Header stays the same size no matter what device you are viewing on. Please help!!
