The easier way to do this would be to have the FAQs sorted by category with toggle enabled:
To do this:
– Go to “Settings” -> “Basic” and enable “FAQ Category Toggle” (under the Functionality section)
– Then go to “Settings” -> “Ordering” and click Yes on “Group FAQs by Category”
– Click “Save Changes” at the bottom

If you would still prefer to have all categories at the top with the full list of FAQs below, you can try adding ?Display_FAQ=### to the end of the href links to anchor the links (the ### will be replaced by your FAQ id). For example: https://mywebsite.com/faqs/?Display_FAQ=123
Note: if you use this method, the page will reload after clicking any links with ?Display_FAQ=###
