When Gift Card is used, Automatic Coupon is ignored

We noticed recently that when a customer uses their gift card, our automatic coupon is ignored. WooCommerce says the discount is applied, but it is clearly not.

In the example that I was given, a customer’s total (before discounts and gift card) was $34.20. She should have gotten a 20% discount due to the number of items ordered ($6.84). She used her $10 gift card, and the final total was $24.20, not $17.36
