This issue is very likely caused by the conflicts with your theme or other plugins.
Please do a quick conflict test by disabling all plugins except Ultimate member and switching to the default WordPress theme and see if this issue goes away.
Here is the doc on how to do a conflict test if you are not sure how to do it.

I did all this. It made no difference whatsoever. Every plugin deactivated except UM & UM Captcha and set to TwentyFourteen theme. Still cannot drag&drop menus or see any menu restriction parameters.

This is still an issue for me.
