Cannot scrub to specific time for audio file

In my dev site, I am not able to choose a time in the mp3 audio player. When I click on a certain time, it will always restart play at the beginning of the file. I have tried all four players and they do the same thing.

I found one other person with this problem in this forum, and her solution to disable gzip compression on mp3 files did not work for me. My host/settings do not use gzip.
