tag description for SEO

By default, wordpress displays the content archive description, but not the tag description. 1. question: how can this be changed 2. question: does it have to change at all for a good SEO?
this topic was already described here and closed by the administrator. instead of dealing with the topic, it was simply dismissed as advertising. really great.
again to the question. how can i create a topic page where the tag description is displayed?
