Show/Hide Toolbar in Classic Block not working

  • How did you get this toolbar to show? I’m trying to find this in the new Gutenberg layout and am clueless as to where it is.

    The toolbar is part of the Classic Block and shows up as you place the cursor inside the block. Not available in others WP blocks. Hope this helps.
