Don’t plugins on WP.org need to be free to use?

  • I just came across a plugin on WP.org that requires me to activate it by first submitting my personal info and payment details and paying a monthly fee.

    I was under the impression that this is not allowed for plugins on WP.org.

    Am I mistaken?
