Sales Tax Calculation Issue

Since approximately the beginning of October we have been seeing a strange occurrence with our sales tax calculations. Our store is located in Texas and charges a flat tax rate for all orders that are shipped to a Texas address. Normally the sales tax calculation works properly. However on some orders that are shipped to Texas addresses, suddenly they are not being charged Sales Tax. The strange thing is, other orders from the same time frame that are shipped to a Texas shipping address are being charged sales taxes. I’ve looked at the products that have not been charged sales taxes on some orders and they are a mix of simple and variable products. I verified that they are all set to use the correct tax rate. I also attempted placing the same order as one of the customers that did not have sales tax added to their order using their billing and shipping address, but sales tax was added to their order. I haven’t been able to track down why this happens on some of the orders and not others so I’m reaching out for help. Here is the system status report:

I realize that two of the plugins have not been tested with this version of WooCommerce but we have been using them without any difficulties at least up to this point.
