Where to configure Shipping Zones?

In my test Vendor dashboard, I see:
“No shipping zone found for configuration. Please contact with admin for manage your store shipping”
However in my Admin dashboard, I can’t see where to configure the Shipping Zones.Where to configure Shipping zones? Thanks!
