Get rid of error when trying to restore or clone

Without having to create a new blog and using an installer.php and archive file, how do you get around the error message that appears if you have deleted plugins or themes from the archive and the plugin will NOT work, because it says the archive is not the same size as it was when the backup was created?
Let’s say your original archive is 25MB
Then you go into the archive and delete some themes and/or plugins
Now after the deletions, the new archive is now 20MB
Trying to run the installer.php generates an error that there is a size difference in the archive.
If you only have a very few blogs, you could just create a new blog for each and then use the installer.php file and archive to clone it.
If you have a lot of blogs, the time to create a new blog for each and then clone from the backup would take an exorbitant amount of time and resources.
So why can’t the error message coding be removed from the appropriate coding?
