Broken Link Checker for IP Restricted Site

Hi @katepdx it should work to scan if outgoing connections are not blocked and curl is allowed to PHP. (if you are trying to scan into an IP restricted site, you would need the scanning site address to be whitelisted)

As @hongpong mentioned, an IP whitelist is required for BLC to work. Once you get that sorted out, everything should be working smoothly.
