Dynamically display single media photo

Rather new to wordpress, not to PHP.
Looking for a way to do:
mysite.com/myphoto/sample-name
(could translate to a query-string, ?name=”sample-name”
to go to a single page that:
has a dynamic section to display from the wordpress media library: sample-name.jpg

Would also like a way to have user comments for each dynamic page generated.

What are some of the concepts, terms, building blocks I would need to take this further?

There are some hefty gallery plugins, that mostly store images in their own tables, but I’m trying to find something light weight and simple that works from the wordpress native media library.
