Unable to load / update plugins

    After install not able to install or modify any plugins. I get error message of
    “Installation failed: Download failed. Destination directory for file streaming does not exist or is not writable.”

    I deactivated all plugins – still get the error.

    Tried changing Plugin directory to 777, will not save.

    Also, will not let me edit the wp address or site address. Grayed out and can not change.
