BUG: Clash with town/city in locations that don’t have city

Hi,

I’ve found this plugin clashes with Countries that don’t have a city.

For example Singapore. If you select the country singapore, there is no city/ town dropbox or field. (it gets hidden)

however this plugin errors when completing checkout with the message “Billing Town / City is a required field.” even though its not visible.

I can turn the required field OFF in admin but then that effects all other countries that do have a City field.

I have defaulted back to 2017 template and disabled all plugins except woo and fields factory to isolate this plugin as the cause.
