Creating Chinese Section on WordPress

Hello Everyone.
Im migrating a site mphi[dot]net into a wordpress platform
the site currently has two sections an chinese and english version
we are currently building the site in WP and run up against a few issues.
1)As you take a look at the site you’ll notice the site has two completely different sections (english&chinese) the question is can we create something similar in wordpress?
The user would simply click on a button and be taking to a section that already loaded in chinese similar to whats on the site.

I appreciate any feedback.
