    I’d like to create a menu On my site like the one at the above link
    The menu items drop down only after the arrow button is clicked
    There are levels of menu items
    The menu stays visible even as you scroll down the page

    I was wondering if someone here could tell me what they think how it was done

    Exact Menu as per reference website is possible, but you might need some technical skills for the same to replicate in WordPress, as the reference website is not built with WordPress.

    Instead, I would suggest you to check WordPress Plugin for Menu, there are many options available.

    If you are in the menu you can move the menu option toward the right under another menu option. That will make it into a submenu. If your theme supports it that all you have to do.

    It is really simple. If your theme doesn’t support it you would have to create a child theme and add the support.
