User Role + User Approval

Hello,

I need your help and I need a plugin with which I can approve a newly registered user and who then also gets an email with the information that his account has been unlocked.

The workflow looks like this:

1) Customer registers himself
–> The customer receives an e-mail with the information that his account still has to be activated.
–> The customer does not see any prices in the shop yet but sees only information that his account has not yet been activated.
–> The admin gets an e-mail that a new customer has registered

2) The admin gives the customer the right user role and unlocks or rejects the customer.
–> The customer receives an e-mail that his account has been activated or rejected.

3) The customer can log in and buy and sees the correct prices which is assigned to the customer group.

I have tested many plugins without success.
I hope you have some suggestions for me.
The plugin does not have to be free.
