    I no longer need help with this, but after spending close to 5 hours troubleshooting this situation (email couldn’t send, try again later in an orange box, usually indicating spam) I’m posting for posterity. I had even gone so far as to try to set up a SMTP server, which also failed vis a vis GoDaddy.

    The failed form submissions WERE being saved as spam in Flamingo. They were not being sent as email. GoDaddy did not help at all, they just wanted to upsell.

    So now to the point:
    What finally worked was to add this plugin: https://www.ads-software.com/plugins/wpcf7-recaptcha/
    Regnerate the old v2 recpatcha keys, add the [recaptcha] tag back into the plugin.
    Boom. That was it. It works now.

    There could be some old theme or plugin conflict but because recaptca v3 works on so many other sites I work on in tandem with CF7. I just have to add to the GoDaddy pile-on in this situation.
