Does https://woocommerce.com/products/twilio-sms-notifications/ have multi vendor feature? I.e will it send message to a specific vendor when a product is brought from specific store?

It’s already integrated in WCFM Marketplace addon.

Go to WCFM Admin Setting -> Notification Setting -> Vendor will receive all those notifications over SMS.
