Image Crop no working properly due to new restrictions

Hi,

I believe i found an issue, with this news requirements for the featured image, when you upload images that has less than 1200×675 pixels, it shows the crop screen, and even if you decide to skip the crop, it shows in this proportion anyways, doesn’t care about the specifications for sizes in the functions.php.

It works fine if you upload images bigger than the minimum recomendation, and respects the specifications and crop status of image sizes.

For example, in a website i’m working, we use a post-thumbnail of 720×720 pixels, and it allways crops to 720×405, no matter what i do, but after trying with 1200×1200, the image size specification works an i can see in the blog view the 720×720 size.
