Creating table borders (?)

  • I’m not sure table borders is what I should be saying so let me explain:
    Currently my page is a solid white.
    I would like keep the white as the primary body color;
    I would then like to create an inner table border in blue;
    this inner table would surround my posts page which will have a white background… (white/blue/white)

    How would I document this in the child theme?

    I am using using Theme Twenty Seventeen
    WordPress v5.2.2

    I don’t mind experimenting and trying this on my own. I would just like to know where I would even begin. Can anyone point me in the right direction to get started?
