How to create anchors “Back to menu”?

I found that a website using “Easy Table of Contents” plugin which includes anchor links “back to menu” https://joytrip.vn/top-10-diem-du-lich-hap-dan-nhat-o-ha-long/

I am not sure how they did that? Do you know how can I modify the plugin to get that?
