I am running WordPress5.2.2 running Memorial theme
I am using the WooCommerce PayPal Checkout Gateway plugin (Version 1.6.16)
    & WooCommerce Services (Version 1.21.0)
In WooCommerce I am trying to link my account to the paypal sandbox account

This is in the PayPal Checkout screen:

I need the following Sandbox API Credentials
Sandbox API Username — have this
Sandbox API Password — have this
Sandbox API Signature — do I need this ?
Sandbox API Certificate — by following the instructions I tried to create the Sandbox API Certificate but instead
    I get the following error:
Error: The API certificate is not valid

    Hi @jperson19468!

Sandbox API Signature — do I need this ?

    This is optional.

Sandbox API Certificate — by following the instructions I tried to create the Sandbox API Certificate but instead

    This, too, is optional.

What happens when you leave out the signature and certificate fields?

    Cheers!

    Hi @jperson19468

Were you able to get this resolved? Are you still receiving the error that the certificate is not valid after you leave out the signature and certificate fields?

After working with paypal helpdesk this is what they came up with
The error is in the PayPal Checkout plugin by WooCommerce

    Under
    manage/setup
    Click on “Payments”

    Under Sandbox API Credentials
    Fill in the following fields:
    Sandbox API Username
    Sandbox API Username
    Sandbox API Signature

    Leave default:
    Sandbox API Certificate

    Sandbox API Subject leave blank

Remember to fill out rest of form and save(at bottom of form)
    This should solve your problem
If not contact paypal for help
