Contact Form 7 Pipes Issue

Hi I have two forms on a contact page that both use Contact Form 7 Pipes. One form works fine and sends to the email address in the pipes, but the other contact form doesn’t, it just sends to the “To” contact and ignores the email addresses in the pipes.
I tried duplicating the working form but the pipes still do not work in the duplicate?
Can you only use one form with pipes per website?
