Constant recurring error

I have a blog site (several actually) and everything has worked well until recently. Now every so often (probably every few days or so), when I try to pull up my blog site I get the following error:
Warning: Unexpected character in input: ”’ (ASCII=39) state=1 in /home/content/d/n/l/dnlawyer40/html/community/index.php on line 17
Parse error: syntax error, unexpected ‘.’ in /home/content/d/n/l/dnlawyer40/html/community/index.php on line 17
I can just upload a good copy of index.php and then this error goes away to be replaced by an index.php error from the includes directory. If I upload a fresh copy of the includes directory, then my site is back running fine.
Not a good solution. Why is this happening and how do I fix. PLEASE!!
