WP Multisite: Need to restrict access to Elementor

Hi folks,
tl;dr – I need to prevent Admninistrator users in a multisite environment from accessing the Elementor UIs.
I’ve searched in vain for a solution to this. I am developing a small WP Multisite network (2 sites), and I’m building the themes for the primary site and single subsite with Elementor.
I need site administrators on each site to have the usual Administrator user role, so that they can add and manage users on their own sites. However, I don’t want to give them access to Elementor – I only want the SuperAdmin / NetworkAdmin role to be able to access Elementor.
I’m aware that I can restrict access via Elementor’s role manager to Editor and below – my users need to be Admins, though. I’m also aware that I can hide the Elementor item in the admin menu – but ‘Edit with Elementor’ is of course still available to admin users when editing pages, etc.
I’ve also tried copying an Editor role and adding user create and manage capabilities, but that’s actually really tricky because that role isn’t designed to edit users and there are capability dependencies which break other stuff.
Has anyone solved this, either by doing what I want to do, or with some other strategy?
