How do I make the registration with Facebook mandatory email

I am sorry, but if the user doesn’t give his/her consent to access to the email address then Facebook won’t provide it, so in this case the account will be registered without an email address.
This is because, according to GDPR if the user doesn’t give the consent, you should either:
-register the account
-or give an input to the user where an alternate email address can be entered.
But you can not make the registration to only be possible, if the consent is granted.

Actually the setting you are actually looking for is called “Ask E-mail on registration – When email is not provided or empty”:
