Is there an API for the Codex?

I’d love to access the WordPress codex with an API if one exists. I can’t find any record that one exists, so I’m not too hopeful.
I’d love to make a plugin for my IDE where you could click on a WordPress function and retrieve info about it and link out to the codex page as well.
