Disable fees for a Specific location

    Hi,
    This plugin works for me and its great. But, I for my requirement I needed to add additional feature i.e. I wanted to charge shipping fees for all states in India except for Delhi. Can this be done? Otherwise, all the other requirements are met by the plugin.
