Trouble setting background image

The background image will be only visible if you select the box layout. So, can you visit Appearance -> Customize -> Design -> Site Layout -> and select Boxed layout width content width of 1218px? After that, can you add the background image and check?

The only way to add a background image to the actual pages seems to be through Custom CSS
