Sorry to hear it’s not working for you. Could you perhaps explain what it is that you expect to happen? The URL you provided seems to be working?

If you could send me an example form exported by 1.7.0 with the result, and the desired result with 1.6.3 that would help a lot, as I don’t read arabic, it’s hard for me to understand what it is exactly that is wrong.

Arabic seems to be encoded and downloaded just fine on 1.7.0.

Please make sure you have php 7.1 as this the only version working anymore.
PHP 5.x will throw exceptions when downloading.
