Deleted redirection still redirects

Hi,
I had a very weird problem earlier. I had previously set up a 301 redirect to redirect a specific URL (https://ateupwithmotor.com/your-california-privacy-rights/) to an anchor on a different page (https://ateupwithmotor.com/privacy-policy/#California). I decided to create a separate page with the original URL, so I created and published the page, then disabled the redirection in the Redirection settings.
Bizarrely, the URL continued to redirect! I then completely deleted the redirection from the list. Same deal: It continued to redirect. Finally, I had to change the new page’s permalink to https://ateupwithmotor.com/california-privacy-rights/ to avoid the redirection rule. (Once I did that, I was able to add a redirect from https://ateupwithmotor.com/your-california-privacy-rights/ to https://ateupwithmotor.com/california-privacy-rights/ to avoid 404s.)
This resolved the problem, but I have no idea why it occurred in the first place, and am rather alarmed! I didn’t have any .htaccess redirects for that URL or any related URL, I’m not using any other redirection plugins, my caching plugin is currently disabled, and the undesired redirect kept happening even when I tried it in a different browser with an empty browser cache and no saved cookies.
Do you have any idea why this might have happened? Normally, the Redirection rules take effect immediately even with caching enabled (which it wasn’t in this case). I’ve never seen one persist this way.
