Is there a manual tooltip shortcode?

Is it possible to manually add a tooltip in the text editor (gutenberg or builder) without registering it in the tooltips base?

I need sitewise tooltips, and local tooltips that would not appear in index.

Is there a shortcode for this?
If not, would it be easy to create a WP shortcode (this, I know how to do) and call one of your plugin’s internal function?
