what t does mean exactly document and block options in the page section ?

Hello,
when I go to page section of wordpress 5.2.4 and when I click edit page for example (service page)
I see on the top left site of the page 2 options : document and block.
what this 2 options mean exactly .
where I have to use document option and when I have to use block option?
is the document option is for static pages and block option for blog or post pages?
before you could write html code in page section now I see I can no more write html code in page section.

Block refers to options for the currently active block as you’re editing. Document refers to things relevant to the page/post you’re editing (template, parent page, etc.)
You can get to an HTML view by clicking the 3 dots below the “Howdy, your name”.
