Free deliver when not matching any criterias

I have 3 different delivery methods with different settings. One of the delivery settings is only for packages less than 2 kg. And if the package becomes more than 2 kg the delivery option still is available as a choice for free(!!).

I expect this delivery option to not be available if the criteria does not match
